A broader view of Japan’s electricity transition
Japan’s energy transition is often discussed through power-generation capacity, renewable deployment, or the future role of individual technologies. Yet a fuller picture requires attention to the wider energy system: the fuels used by businesses, the infrastructure already operating, and the country’s continuing exposure to imported energy.
The available national statistics do not provide a single electricity-demand figure for this article. They do, however, show two important features of Japan’s energy landscape. First, wood-based biomass is already used across a substantial number of workplaces. Second, Japan continues to import large quantities of crude oil. Together, these facts suggest that the transition is not simply a matter of adding new electricity-generation capacity. It also involves changing how energy is consumed across industries and facilities.
Biomass use is distributed across workplaces
In 2024, Japan had 1,327 establishments using wood-based biomass energy. This figure represents workplaces with equipment for using biomass energy, rather than a measure of electricity generated or fuel consumed.
The distinction matters. An establishment may use biomass for heat, steam, or other industrial purposes, and such uses do not necessarily appear in electricity-generation statistics. In other words, part of the transition is taking place outside the conventional power-sector indicators that international readers may first consult.
Among these establishments, 1,044 owned boilers only in 2024. This is a useful reminder that biomass can support direct heat demand without first being converted into electricity. For factories and other facilities, replacing fossil-fuel use in thermal processes may be as important as changing the source of purchased electricity.

Electricity demand cannot be considered separately from the heat and process-energy requirements of factories. The importance of direct energy use
For readers outside Japan, the main lesson is broadly applicable: energy transitions differ depending on whether energy is used as electricity or as heat.
Electricity can be supplied through the grid, while heat may be produced on-site with boilers or other equipment. These forms of demand have different infrastructure requirements, operating patterns, and fuel choices. The presence of 1,044 boiler-only establishments in 2024 indicates that at least one part of Japan’s biomass use is connected directly to thermal demand rather than electricity production.
This does not establish how much emissions have been reduced, nor does it show whether biomass use is expanding or declining. The statistics should therefore be read as a description of the current operating base, not as proof of a particular environmental outcome.
Import dependence remains part of the picture
Japan’s energy transition also takes place against a background of imported fossil fuels. The country imported a total of 147,661,066 kiloliters of crude oil in 2023.
That figure does not by itself measure electricity demand or determine the future composition of Japan’s power supply. It does, however, show why energy security and the transition are closely connected. A change in the electricity mix may reduce some forms of fossil-fuel dependence, but the wider system still includes fuels used for transport, industry, heating, and other purposes.
For international readers, this is a critical point. A country’s energy transition cannot be judged solely by the share of renewables in electricity generation. It also depends on the technologies used by businesses, the fuels required for non-electric applications, and the degree to which energy supply relies on imports.
What the data can—and cannot—tell us
The figures available here support three cautious conclusions.
First, Japan’s energy transition includes an established base of wood-based biomass use. Second, much of that use is associated with boilers and therefore with direct heat applications. Third, crude-oil imports remained very large in 2023, underscoring the scale of the broader energy system beyond electricity.
The data do not provide a complete account of Japan’s electricity demand, the amount of biomass-generated power, or the emissions impact of individual facilities. They also do not show whether biomass is replacing another fuel in every case. Those questions require additional datasets.
Even so, the statistics help shift the conversation. Japan’s transition is not only about how electricity is generated. It is also about how energy reaches factories and other workplaces, whether energy services are delivered as electricity or heat, and how imported fuels fit into the country’s overall energy structure.
